'Yes' adds 10%
The game is extremely competitive and focuses on fighting against other players. On an individual level this is a much bigger deal and those with the deepest wallets can quite often dominate their rivals. However, intelligently using your resources, making the right attacks, and joining a powerful Coalition can help balance out the lack of necessity to spend cash. As a lone player then it can be much more challenging, and not as fun, particularly when a high level player finds you and just repeatedly farms your city for resources.
